John J. Farrell

John J. Farrell has studied the American Health delivery system from many vantage points. John has a reputation as one who repeatedly brings fresh insight and creativity to the broad range of health delivery and financing issues facing today's hospitals. His firm J.J. Farrell Associates has been representing a number of leading hospitals and health systems since 1992.

John's ability to see an issue from the perspective of all stake holders has allowed him to successfully negotiate complex arrangements on behalf of very diverse parties. This relatively unique perspective is the result of a career path that covered all sides of the health care debate.

As Commissioner of Hospitals and Health Care for two Connecticut Governors, John had the opportunity to shape public policy and deal directly with the issues impacting the quality and affordability of health care.  It also allowed him to re-engage in a career of public service which he first experienced, directly out of graduate school, working for The New York State Attorney General's Medicaid Fraud Unit. In addition to his career in public service, John worked in both the insurance and hospital industries. His experience as a Division Director of Blue Cross Blue Shield of Connecticut combined with skills learned as financial officer for a large community hospital and as financial manager for Memorial Sloan Kettering Cancer Center, have created a balanced perspective that has differentiated J.J. Farrell Associates from other companies.

In 1995, sensing that financial leverage was shifting in favor of large managed care companies, John formed United Risk Assessment and Management LLC, a health care actuarial firm, designed to provide clients with the technical skill and resources necessary to effectively negotiate and manage complex reimbursement arrangements. Previously, these highly skilled professionals were employed almost exclusively by the insurance industry. In 2002 the Company was part of a merger that created Urix LLC, a company that combines highly skilled health care consulting resources with state of the art "train of thought" analytical technology . Today, Urix technology is utilized by some of the nation’s largest health insurers, labor unions and employers to make critical health care decisions. In September of 2007 URIX was sold to ISO of Jersey City,  N.J. In May 2008, after completing his contractual obligation to ISO, John returned full time to J.J. Farrell Associates. His clients include the nation’s largest health insurers, hospitals and labor organizations.

John has served on a number of hospital and charitable boards including St Mary’s Hospital, Charter Oak Health Center, the Alcohol & Drug Rehabilitation Center and Saint Martin De Porres Academy a tuition free Catholic nativity school. He is a founding member and President of Trowbridge Renaissance a community organization with the mission of providing affordable housing to residents of the Hill section of New Haven Connecticut. In 2005 John established Chefs of the Future a cooking collaborative that teaches children the joy of healthy cooking.  John is the father of two grown children Diana and Keyen. He and his wife Deborah reside in Manhattan N.Y. and Guilford, CT.
